Neighborhood Watch Manual - (National)
This manual has been created for citizen organizers and law enforcement officers that work with community members to establish watch programs. The material contained within covers a number of topics and provides suggestions for developing a watch groups. This document was prepared by the National Sheriffs’ Association, under a grant from the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice.

Application for Watch Group Charter - Use this form to apply for a charter for a new Watch Group or to apply for your Group’s annual charter renewal

Contact Information Update - Use this form to update or confirm members’ contact information

Individual Application - Use this form to apply as an individual to become a member of an existing Watch Group

Incident Report - Use this form to document all incidents, whether or not you report them to law enforcement

Suspect Identification - Use this form to supplement the Incident Report with suspect identifying information

Sign-In Sheet - Use this form to keep a record of attendance at all Neighborhood Watch function

Applying for a Watch Group Charter — Instructions for completing and submitting the forms needed to charter a new Watch Group

Watch Group Charter, Annual Renewal — Instructions for the annual renewal of a Watch Group Charter. This annual Charter Renewal Policy has been implemented in order to keep a better record of which neighborhoods have active watch groups. Watch Groups that do not submit the needed documentation for the annual Charter renewal will be moved to inactive status.
